What's the best way to go about this in a good, demagogic manner? My friends are mostly slagging me off, saying "It's no big deal". What are the best ways to make them fear the passing of ACTA, make them think "DEAR GOD I HAVE TO FIND OUT WHAT'S GOING ON!"?

Use their interests, hobbies, work, schooling, etc. to your advantage. How would it impact musicians if they can't find tabs or sheet music? How about cross referencing at school without being afraid of copyright infringement?

This is our biggest problem right now. One of our main points is that your ISP's can report you for anything that "could" be copyright infringement and they will monitor you constantly. Most people do not understand why this is bad let alone know what an ISP is.
As the above poster said, try to explain to them why and how it will effect them. If you haven't yet, read the bill

Use points that relate to their life
- ISPS will now watch what you download, and tattle on you if you download a music track - ISPS will tattle on you, when you watch porn, and document it - ISPS will be able to document and store EVERYTHING you do online. nothing will ever be private again
be simple, but frank. these are the things that scare people the most. dont be afraid to use the porn angle. people will almost ALWYAS pretend it doesnt apply to them, especially people on the right, but it will be a huge flag in their head.

If you have a Republican or Liberal club at your school or college, use the reccomendation on the sheets being circulated around the tubes.
Republicans: More government control where it shouldn't be.
Libs: Infringement on human rights.
